Local context
How incorporation in Angola actually works
Angolan company formation runs through the Guichê Único da Empresa (GUE), a one-stop mechanism that coordinates the steps that used to be taken separately. The sequence begins with a certificate of admissibility for the company name, moves to notarised articles of association (pacto social) signed by the shareholders, and ends with registration at the commercial registry, alongside the tax identification number and social security enrolment.
Which vehicle
- Sociedade por Quotas — the limited liability company used by most foreign investors.
- Sociedade Anónima — the public limited company, for larger structures with a board.
- Empresário em Nome Individual — the sole trader, rarely the right answer for foreign investment.
Documents from abroad
Foreign-language documents must be translated into Portuguese by a certified translator and apostilled or legalised. This is routinely the slowest part of an Angolan incorporation, and it is entirely front-loaded — which is why we start it before anything else.
Investment registration
Projects seeking tax incentives, or above the statutory thresholds, file through the private investment agency’s investor window, which issues a private investment registration certificate. Whether your project needs that route is one of the first questions we answer.
Angolan requirements, contribution rates and processing times change. Our Luanda office confirms the current position for your case before you commit.

Why Horizon
Angola rewards presence, and penalises its absence
Luanda is a market where files move when someone is standing at the counter. Our office there carries Angola through establishment, workforce, procurement and freight on one agreement and one point of contact.
An office in Luanda, staffed by our own people
Angolan process is relational and physical. Documents are collected, queues are stood in and officials are known by name. That work is done by our team.
Kwanza, capital and repatriation
The questions that decide whether an Angolan operation is viable are financial before they are legal. We raise them at the structuring stage, not after incorporation.
The Atlantic and the Asian corridor from one desk
Luanda sits on both the lusophone route to Lisbon and Brazil and the sourcing route from China and India. Both run on the same file here.
Common questions
Company formation in Angola
What is the GUE?
The Guichê Único da Empresa — the one-stop mechanism through which Angolan companies are constituted. It coordinates the name certificate, the commercial registry entry, the tax identification number and the start of social security registration, rather than each being pursued separately.
Which company type should we use?
Most foreign investors use a Sociedade por Quotas, the limited liability company. A Sociedade Anónima suits larger structures with a board and more shareholders. We recommend the vehicle after understanding the shareholding, the sector and whether you intend to seek investment incentives.
Can shareholders be entirely foreign?
Foreign shareholding is permitted. What matters more in practice is the document chain: identification, corporate documents and powers of attorney issued abroad need certified Portuguese translation and apostille or consular legalisation.
How long does incorporation take and what does it cost?
Both depend on the sector, the completeness of the documents and whether the investment registration route applies. Rather than publish a figure that will be wrong for your case, our Luanda desk gives you a schedule and a fee estimate against your actual documents.
Can we start hiring before the company exists?
Yes — through our Employer of Record in Angola. Staff are employed compliantly from day one while the incorporation runs in parallel, then transferred to your entity once it is registered.
Do you handle what comes after registration?
Yes. Bank account support, sector licensing, ongoing corporate administration, payroll and the freight and procurement side if your operation moves goods.
Begin with the objective. We will map the route.
Set out what has to be true in Luanda — a team working, an entity trading, cargo cleared, or all three — and we return the entry model, the sequence and the division of responsibility.
