Mozambique: a formal sequence, followed exactly.
Mozambican process is documented and sequential — name reservation, constitutive act, publication, NUIT, INSS, licensing — and it does not forgive steps taken out of order. Our Maputo office runs the sequence, employs staff under the 2023 labour law, and clears cargo at the port.

Local context
What governs an operation in Mozambique
Companies are constituted through CREL or the Balcão de Atendimento Único, with the constitutive act published and the company then registered for tax (NUIT) and with social security (INSS) before anyone can lawfully be paid. Licensing follows the activity and is a separate step from incorporation.
Employment is governed by Lei do Trabalho 13/2023, which reset several positions on fixed-term contracts, probation and termination. Contracts drafted before it, or drafted for another Portuguese-speaking jurisdiction, do not automatically comply.
A corridor market as well as a destination
Maputo and Beira serve as entry points for cargo destined well beyond Mozambique. That makes the customs position, not the freight rate, the variable that decides the timeline — and it is handled by the same office that registered the entity.
Requirements, contribution rates and processing sequences change. Our office confirms the current position for your case before you commit.

Common questions
Operating in Mozambique
CREL or the BAU — which route applies to us?
It depends on the legal form, the activity and where the company will be based. Both lead to a validly constituted company; they differ in sequence and in which formalities are bundled. We confirm the route for your case before filing.
What changed with Lei do Trabalho 13/2023?
It revised several positions that most employers rely on, including fixed-term contracts, probation and termination. Employment documents written before it should be reviewed rather than assumed to comply — that review is part of any engagement we take on.
Can you employ staff for us in Mozambique without an entity?
Yes. Our Employer of Record employs them under Mozambican law, registers them with INSS and runs the payroll, while your incorporation proceeds in parallel or not at all.
